Most of the time when we come across strange things they provide some insight into how another person thinks.

I'm still puzzling. Can anyone help?

Possible clue: This wall by the pavement belongs to this house.

In case you can bear an update on the exciting building site:
(Context - the peeling paint is the original house, the new bricks are the back extension and the squidgy foam stuff is what joins the two.)
The roof slates went onto the rebuilt roof on the original bit of the house (rebuilt because the previous build didn't comply with planning permission so had to be taken down); the back extension has been built to about 2.5 metres; there has been a complaint that this extension, like the previous built then demolished extension, doesn't comply with planning permission; the roof slates (which did comply) have been taken off the roof on the original bit of the house; the builders (I did wish them luck) have disappeared and all work has stopped.
