Mystery

I wonder if anyone knows what this building in a Bath side street used to be? There is nothing around or on the building to give a clue, except for the sign painted on the wall - a chapel perhaps or a hostel for homeless people. It is divided into flats at the moment and looks pretty shabby but that venetian window suggests a more elegant past and the name a more philanthropic one.
