This is one of two mechanisms than make up part of "Storm Water Utility B61". It is located on the North shore of the Bow River in Calgary and I think it opens something for when there is s sudden rain storm.

We haven't had rain here since October-it's been all snow, but when it all melts in the next few weeks I will be curious to see if these cogs require a bit of oiling.
