Digging For Victory

What is this guy doing?

Not a great deal happens in the graveyard opposite me. Its a bit dead. But I saw this man driving a 7ft rod repeatedly into the ground. He then poured something into the hole? I thought he might be trying to irrigate a sapling or something but there isnt one there and theres no shortage of moisture there. And what was he drilling down to. did he stop when he hit wood?

Oohh. Creepy.
