Richard Serra?

New construction of a roadway that supposedly will smooth out a major traffic snarl in Seattle (few of us believe that) is the site of this sculpture - very much like a R. Serra piece. The foreman waved me away from my position, but I got a few first. I cannot imagine what on earth this is for?????
