Frustration!!

I'm really frustrated with my camera at the moment!!
This kite has been around my garden this morning and any time it got fairly close I tried to get a good photo.
The shutter speed on this camera is SOOOO SSLLOOOW!!!
It's my birthday next month and I'm hoping for a new camera, nothing too pricey, any recommendations gratefully received!
