Crazy Car

Spotted this on my walk home yesterday.

Not really sure what is going on, but I think there's a Mini under there somewhere.

As I was taking a photo, the money in the parking meter expired and there were some traffic wardens walking up the street. Surely you couldn't ticket this car? Where would you place the ticket for a start?
