Fort Dauphin is a port and fishing town. These men are bringing in fishing pots.
The port serves the Rio Tinto ilmenite mine(s). The mine is controversial in the town, it has brought in money and jobs, but it has destroyed areas of liminal forest, dammed a brackish water system to create a fresh water lake, and displaced many local people, and damaged traditional livelihoods, especially fishing.
Ilmenite (en.wikipedia.org/wiki/Ilmenite) is used in the West to make things white: toothpaste, paper, plastics... From the local point of view, they have Westerners come and tell them that their forests are less important than the minerals beneath them. Then other Westerners come and tell them that they shouldn't cut down the forests. All they want is to be able to feed their families, and send their children to school to improve their chances in life.
