Are these desert willows dead?

Almost all the trees have their spring leaves, but none of the desert willows around my house even have buds! I am worried about them. The wind was blowing fiercely all day, there is NO humidity and clouds of dust a popping up. Fire danger is very high. It makes for a lovely sunset though.
