Carbuncle?

Apologies to those that live here, and those that built it, but whenever I see this building (most cycle to work days) I want to shake my head. Why did they, or, how were they allowed to, put up such an ugly eyesore of a building? And just to make it complete, who chose the colour scheme?!

Of course, your opinion may differ... whatever, it's situated in Inverness, beside the River Ness, and overlooks the harbour. On the right, and in the (very) distant background is a small part of Ben Wyvis, complete with a smattering of overnight snow. It didn't appear to melt during the day. And yes, it was rather cool about here today.
