Autumn promise

No I am not wishing my life away! This is a miniature apple tree that we bought last year for our grandson who saw it advertised and asked if we could get one. He cannot have it where he lives in residential care so we are caretakers. Last year it didn't have any fruit but this year looks promising - at least easy to water in a pot.
Is it a bee, is it a hoverfly? Didn't notice this till I put the photo on the computer.
