Clockwork Orange

Well, this sculpture does look a bit like the insides of a clock. I have no idea who did it and what it is meant to represent. I tried to find something on it but can't see anything. It is near the Cowper Street Bridge to Carrington. The blobs are precipitation. Yes it is bucketing down and only Eric Olthwaite would find these times interesting. Bring back the sunny weather please.
