Princess street clock with 12 o'clock on it twice!

I Have looked at this clock every time I go to work and I have never realley notice till a friend pointed it out to me this clock has 12 o'clock on it twice on the same clock face instead of an 11 o'clock.

Its the clock on top of the National archives building next to st James centre at the East end of princess street. This clock face is the one that faces west looking along Princess Street. Check it out next time ur up princess street.

Sorry its not the greastes photo showing it but trust me there is two 12 o'clocks on it.
