Civic dignitary

Like most cities we have a new mayor every year.

To get a statue though, the mayor has to do something exemplary during his term in office.
This mayor made sweeping changes to the traffic flow throughout the city. By introducing parking restrictions he removed congestion and improved air quality in one fell swoop.

It's for his traffic management skills that this honour was bestowed upon him
