Sign

A trip to the farmer's market, followed by a wander.
This strange sign is on the Dean Bridge, it seems to say "Nuisance allowed". Is it just me, or can you see any way in which there's room on this sign for it to read "NO nuisance allowed" or "Nuisance NOT allowed"? Even with the smaller font on the second line, I don't think it's possible.
