Good fences make good neighbors?

There is a curious "fence" separating two properties across the street from our house . It consists of 6 huge shrubs planted ridiculously close to each other, in the middle of the lawn. Nothing else.

A minimalistic, glorious fence. No idea how it affects the neighborly relations, but it definitely says: "here" and "there".
