Is it a cloud or the stench?

This chimney was built to rid Wigton from the stench of Innovia Films (formerly Sidac), although somedays I'm sure people wish it was taller as the lingering smell can often be smelt in the town. This cloud looks a bit like the smoke normally coming out of the chimney or maybe it is?????
