History?

At a transport museum in Alford today with the family and grandparents and I came across a very old car sort of thing. I'm not sure exactly what it was (it was very run down) but I was amazed to see that it had a tax disc from the 50's.

The description explained that it had been found in an old barn...

Who's barn? Who paid for the tax disc? and who/what is 'Riley'?

I love a bit of history in things and I absolutely loved this.
