Well no, of course it isn't. It's a pagoda. The famous one in Kew Gardens. And in front is the sight screen for the Old Deer Park cricket pitch. A game of which is progressing and vaguely visible on the score board.

"When I were a lad", you could still go up the pagoda, but not for long, before it was considered way too structurally unstable.
