The Blip With No Name

Was actually hoping to Blip a rather eccentric looking chap who was wearing a top hat and a strange concierge type tail suit in a 70s retro stylee. He was also carrying a nobbled stick and a bag that looked like it was made out of paper mâché.

He had a certain amount of charm. Odd though he may have looked.
