Floatplane

Yep, you guessed it. That's a floatplane.

Normally floatplanes take off and land in the water. That's why they have floats.

Sometimes Lake Hood here has water. Now however, the lake is still frozen over. So I don't really know what the floatplane is doing on the frozen lake. I don't think it would be appropriate to take off from the frozen lake while still on floats.

I guess he is just anxious for Spring!
