faucet confusion

With all the automatic faucets, towel, soap, jet air dispensers I'm (sadly) always a bit perplexed when I come upon one that are still analog. Today such an occurrence happened visiting the state capitol.

It's a gorgeous building and I need to go there one time to for a tour.
