Quake Art

We have seen what has happened to bricks, we have seen what has happened to stone structures - well this intriqued me...here we have concrete tilt slaps with what looks to be 'superglue' put in all the cracks...persumably painted over and everything is hunky dory!
Is it safe???? Looks like Peanut brittle to me!
