A big hole under the railway

As far as my journal travel distance goes, this is the end in this direction. Considering the £100,000's spent upstream on flood prevention, no matter what , in the end ALL the water must go through this 6ft high D shaped hole,seems illogicall to me ,then when ever has the common sence of the common man ever influenced councils and finances.
