I'm a bit of a maths guy but here's an alternative formula. Can you solve it?

(Councillors + Contractors)- End Users=?

The answer is the picture above. There's so many issues with this structure in Kirkcaldy, it doesn't even warrant listing them. It just doesn't feel like skateboarders or BMXers were involved in the design whatsoever.
