Sedum.

This variety (sorry, can't remember which) is about thigh high. A hardy plant, and popular in gardens here, sedum is known for its water-storing qualities, being both resistant to drought and impervious to rain.

The leaves are always cold to the touch, hence its other nickname, ice plant. They're also edible!
