Missing!

Not Chloe, obviously.
I decided to blip is bright display in one of Cockermouth's parks before it is replaced for the winter. Then I spotted the object Chloe is sitting by and thought I could tell you all about it in my journal. But you see that little dark rectangle in front of Chloe's paws...well that's where the plaque to explain things is MISSING!
