Zero Waste

I found this on blowing along the road outside my flat today. I wonder where it came from or whether it's a joke.
thank you for all your comments. I have been a bit down lately, especially throwing out huge bags of my mother's slides. I can't tell you how many. Hundreds and hundreds. They were largely unlabelled slides of her trips around the world. It has quite put me off taking any photos or even looking at any photos for nearly a week.
