Cows or no cows?

Today Pippi and I went looking for the cattle that stole our valley. We walked along the fence all the way around, and we did not see any cows anywhere. Todays picture shows the only sign we found of cows.

I have a theory that some guy from the city council walked by the fence with a stick with hoofs on and made those marks, just to make people believe that there are cows, in reality there are no cows and there never were!
