At a very odd conference today (GovCampScotland). Good speeches from John Swinney and a couple of Americans but then some very odd plenary sessions where it seemed that all that was holding back Scottish public service was that most public servants couldn't access Facebook at work and couldn't spend the day tweeting. Bizarre.
