Paradox

I find this pool weird, because it is empty. Albeit winter, I have never seen that pool filled with water even in the warmer months. And as far as I remember, a part for filling the pool or something is broken (I don't remember if they have fixed it or not.) Either way it is a paradox to have pool not filled with water.
