Seasonal confusion

My plant- and flower-related knowledge is pretty limited, but I didn't expect to see a rose in full bloom on my way home from the gym this morning. I didn't think they roses still bloomed halfway through November... Are they supposed to?

Whether it's a freak rose or not, it still looked pretty against the bright blue sky.
