Neolithic basalt tool ?

I've had this piece of stone artifact since I was a teenager. I acquired it from our nieghbour who was clearing out various bits and pieces. I believe he found this stone in France. He had lost his right hand in the Great War. His family had published a Peterborough newspaper. He dabbled in antiques.

Why did I choose a red backdrop ??
