Did I miss something?

I received a letter the other day with this as part of the address (yes, it's taken me several days to notice - I was clearly far more interested in the Dôle-Paris train tickets that were alongside the letter).

I wasn't aware that Edinburgh had re-located itself to England. Must have happened when I wasn't looking. Perhaps when I was sleeping? I hope it left the ugly Scottish parliament building behind in Scotland though (I have this rather amusing mental image of just the parliament building standing by itself, surrounded by fields or woods or something, with people coming out of it and looking really confused).
