Not quite clear

As i was eneterrring the bookshop i saw this remarkable old person. He atracted me cause of his appearance with sherlock holmes hat and quite dressed like a British gentleman. After a while i heard he s a Uk citizen and i was wondering what he was looking for in a dutch bookshop? I presume he can't understand dutch.
