Robot

This strange object is on the top of one of the tower blocks I can see from my flat and it has always intrigued me. I want to know what it is. Who goes into it? What does it do? Tonight as the sun went down it looked like its eyes opened and it became a robot towering over the city.

Does anyone know what it is? Any thoughts out there?
