A sower or a reaper?

This little figure can be seen on the side of a large table stone in West Linton Graveyard. The gravestone is undated but probably comes from the late 17th or early 18th Century and dedicated to John and Richard Alexander.
Usually these small figures signify either a sower or a reaper but it's unclear which one this is.
