23 1/2 hours ?

On my run today i noticed this van advertising it's phone number which is evidently available 23 1/2 hours a day .
After wondering why they had half an hour when not available i thought it must be a very clever ruse , where if at any time someone cant get in touch they will say " ah well that is when we have our half hour off when you phoned squire"
