Solar Solution Please

Here is a set of three solar bubble lights that are powered by one wee panel. All are connected by wires.

When the panel is exposed to torch light, the lights suddenly go on and stay on for one minute and then go off, only coming on again if the panel gets a light flash...

They are inside because of (more) expected high winds but I can't seem to find the solution to them coming on and staying on. Quite annoying.

Why can't we just buy stuff that works???

Anyone?
