Why?

My country is rich, my country is supposed to be caring..... so every time I see sights like this...this question comes to mind.

Another thing, some of these people do not want help... help that will aid them to go back to normal life...they have their reasons..sometimes they come and go,some are sick, some are just lazy.... so you have mixed feelings the next time you visit them if they are still there or no more....
