Top Coat

I needed a top coat to wear over my suit for school as they do not allow you to wear a normal coat over your suit (It's all about appearance i guess).

So anyway i bought the top coat knowing that i would need the sleeves to be altered but was wondering which way they would do it, and how much it would cost.

I thought that they might take the sleeves up from the shoulders, but then a friend mentioned the possibility of them cutting from the bottom and hence having to create new button holes etc. Could someone please enlighten me on the process?
