Do Ewe Know..........

..... Why?
Why is it that there is an outer Fence, then an inner Broken Fence in these Sheep Fields on the South Downs?

I go past these Fields daily on the way to & from Work & wonder each time..... ........Why!

Today I managed to indicate that I wanted to stop, then I got out to take this & a few more photo's in the hope someone might know the Answer!
