It's A Mystery

Looking for my song title subject this evening I came across this puzzle.

It is a puzzle to me, as it came with no instructions!

Here's the gist of it...

There is an Orb

It contains 2 small black balls

There are 2 holes, in and out, I presume.

The orb is split into 3 layers, which all rotate independently.

You can also rotate them vertically as well as horizontally.

It is subdivided into small compartments which are colour coded and which also have an alphanumeric code too.

Most compartments have, internally either 1 or 2 holes, which may or may not be accessed depending on the position of the orb.

The balls will not fit through all of the holes!

Two of the compartments contain no holes but instead have transparent cups, which the balls would fit, though only one in each.
