Fly-tipping

Mr Angry of Cardiff rant:
This is at the top of the Taff trail, an area used by cyclists, walkers, runners and families. It makes me furious for two reasons:
1) I hate fly-tipping. I honestly can't put myself inside the mind of someone who pulls up to this nice area, chucks all of this out of their van and drives off. It makes you think "what _else_ are the capable of?"
2) I wonder if it is related to a recent Cardiff Council initiative to prohibit certain vehicles from using the municipal dumps (including, to my annoyance, my VW campervan). That doesn't in any way justify it, but you feel as though the consequences of such decisions haven't been considered.
