All day rush hour

Roadworks in the centre of town with four sets of traffic lights and five (seven actual) roads converging, must have been a planners nightmare, it sure is for the motorist. Whilst taking this blip I saw various risks being taken plus a white van taking a short cut by going down a one way street the wrong way - in a word chaos.
This is the utility works taking place prior to a new road system commencement Hmmmm.
