What is the point of a Mobile Welfare Unit?

Could I pop in to see if I can claim any benefits?
Could I pop in for some support and advice?
Could this just be a toilet for the workers?
If so, can it only be used when the vehicle is in motion?
Could this be the result of a Brussels' directive?
