From my experience of large firms, Calatrava probably scribbled something on the back of an envelope and sent it to his minions, stopping by once or twice to yell "that's not what I bloody meant!" or it's Spanish equivalent! On his way to collecting the obscenely large cheque...
The bridge is supposed to resemble a Celtic harp laid on its side, and swivels through 90 degrees to allow passage of ships.
The white light visible through the oculus is the top of the "Stiletto in the Ghetto", and the row of yellow lights marks Gandon's Custom House.
