Clearcut message?

This little sticker on a drainpipe caught my eye when walking the dog this afternoon. What might be the message of this group who call themselves, something in English like, "Malmö Liberty Highways Department"? Down right one can see the city of Malmö's official weapon with the text "cut the d..k" added.

Do they want to stop city politicians further use of taxpayer money to build "phallus buildings" in town? Could it be an activist group of people against rapists, who put this up? Or is it simply an advertisment for a new hairdresser opening up at the 46th floor of Turning torso?
