Pet Bin ?

Spotted while we were in the beautiful little seaside village of Gorran Haven today enjoying the sunshine =)
Now is this a pet bin or is the crime so rife in this sleepy village you have to tie your dustbin to the house to save it disappearing ?
Hmmmm...or perhaps it's to stop your tap being stolen ?
