Why?

On " the wedge" where we walk our dogs in the morning the council have been "repairing" some of paths. A complete waste of time as they are breaking up already. Wrong kind of surface. If we know this why can't the
"experts " in the environmental/ roads dept? Having finished they appear to have dumped their signs and left. WHY?!
